Consumer Alert – D’Concept Design Private Limited
 

From 1 January 2015 to 13 October 2015, the Consumers Association of Singapore (“CASE”) received 14 complaints* against D’Concept Design Private Limited (“D’Concept Design”), a renovation contractor.

These complaints relate to the failure of D’Concept Design to honour the terms of their contract with consumers.

Based on consumers’ complaints, there have been multiple delays in renovation works despite payment being made to D’Concept Design. In some cases, consumers allege that full or close to full payment have been made to D’Concept Design. According to consumers, the officers of D’Concept Design are no longer contactable.

The registered office of D’Concept Design is 2 Soon Wing Road #08-08 Soon Wing Industrial Building, Singapore 347893. A HDB website search on 5 Oct 2015 found that D’Concept Design is not registered with HDB as a renovation contractor. We have written to HDB on the matter as this company had been engaged to carry out work on Housing Development Board (HDB) properties. Consumers should also note that the paid-up capital for D’Concept Design is $2 and are encouraged to exercise prudence when dealing with a lowly capitalised company.

Consumers are advised to check HDB’s list of registered renovation contractors and engage only those which are on the list to carry out work on HDB properties. Consumers are also encouraged to exercise caution and refrain from making full payment for services and goods that are scheduled to be performed / delivered at a later date.

Consumer Alert – Eyebrow Beauty Home House Private Limited and Eyebrow Beauty Home LLP
 

From January 2014 to September 2015, the Consumers Association of Singapore (“CASE”) received 7 and 6 complaints1 against Eyebrow Beauty Home House Private Limited and Eyebrow Beauty Home LLP respectively.

The unfair practices complained by consumers include:

  • misleading claims being made by employees or agents of the Companies (section 4(a) of the Consumer Protection (Fair Trading) Act, Chapter 52A (“CPFTA”)),
  • taking advantage of a consumer who is not in a position to protect his interest (section 4(c) of the CPFTA) or
  • taking advantage of a consumer by exerting undue pressure (CPFTA Second Schedule, Example 11).

Consumers’ complaints also relate to the solicitation of additional purchases and treatments whilst receiving treatment from these companies and some complaints relate to the employees or agents of the companies rendering only partial treatment of beauty packages that the consumers did not solicit.

Consumers who wish to report any unfair practices committed can contact CASE. Alternatively, consumers may lodge a claim with the Small Claims Tribunal for losses / damages suffered as a result of any unfair practices committed.

Eyebrow Beauty Home LLP’s retail outlet is located at Chinatown Point, unit #02-07/07.
